An Austin company buying SEO may need local appointment inquiries, national project leads, or both. Two proposals can promise similar deliverables while pursuing completely different customers. Before comparing prices, make both agencies answer the same scope questions.
Define the two audiences separately.
Write one sentence describing the buyer and delivery model for each priority service. A local clinic might need customers who can visit its Austin location. A B2B technology provider based in Austin might sell across the country. A professional service could have both a local consultation offering and a remotely delivered engagement.
Then ask which pages and search themes support each audience. An Austin landing page does not replace a national solution page, and national traffic does not establish that a local appointment campaign is working. The proposal should make that distinction explicit.

A useful assignment names the buyer’s question, the evidence needed from your team, the internal links, and the intended next step. “Four blogs per month” does not tell you whether those articles will help the buyers you want.

Ask each agency to identify ongoing services, optional advertising spend, development work, content production, and third-party charges. A lower headline fee may cover a narrower scope. Compare like-for-like responsibilities and ask what requires a separate approval.
For a longer B2B sales cycle, agree on interim measures such as relevant inquiries and accepted sales conversations. Final revenue may arrive later and may involve several touchpoints. The reporting plan should acknowledge that rather than assigning every sale to one click.
Check how a website change would be handled.
If a redesign is proposed, ask for a plan covering existing URLs, useful content, redirects, navigation, and post-launch measurement. Confirm who checks contact forms and who verifies the pages that matter to the business. Rebuilding a site and improving search visibility are connected tasks that need shared ownership.
